Germany, port, spain and italy(if they both win).

Total money spent, 1.5k X 4 = 6k funds.
15k - 6k = 9k funds saved, probably 70% chance of winning with about 70% saving.

At 18th, high change of owning 6 shirt, and 8 shirt if deal ends at the end of 19 instead of start.
