Well, their ELO would plummet if your ELO at the time of pwning them was low. If you walked into battle with a 1400+ ELO, their ELO probably wouldn't fall that much.

It did (but it isn't 100%). Didn't I mention it somewhere? Sorry if not.
The biggest difference is of course the level variation. That cuts all the numbers in half if you are over 15.

If you actually read what I wrote, you could tell that higher is better. As far as negative, it is possible, but you would have to be really really bad for a long time. It would have to be deliberate.

I actually think there's practically no way to get a lower ELO than I currently have ._. Of course, with stat padding, there is. Or some people with really low ELO's killing me. But, practically, just no. :|

A week or two ago I was browsing the game files and came across the formula. It is in the file elo.py (just search C:\Program Files\... for the file name).

I don't know if it's against the terms of service to publish code that is sitting on my computer in a plain text file. The logic is quite simple though the code seems a little complicated.

ELO changes all the time, every update, even when you haven't played.
So there is no such math for it.

A quick think-through says: There are natural limits to your ELO, both high and low: I'ts not very likely that it's the lowest ELO-hero on the opposing team, which will kill you, nor is it very likely that you're going to kill opponents, which will earn you ELO points, while being killed only by heroes, which won't cost you any.
