Germany, port, spain and italy(if they both win).

Total money spent, 1.5k X 4 = 6k funds.
15k - 6k = 9k funds saved, probably 70% chance of winning with about 70% saving.

At 18th, high change of owning 6 shirt, and 8 shirt if deal ends at the end of 19 instead of start.

Don't forget Portugal, they did pretty well so far.

So far France didn't show much since they played against weak teams, and the defense is so so...

Italy draw against Spain shown that when the opponent is a big one, they can raise their level, they are, as always, excellent in tactics. But they will need an offensive boost to make it on the long way.
